The device is a standard power strip with a switch. The power cord was removed, and replaced with a plug cannibalized from an old computer power supply.
The purpose is to have an easily transportable power strip that is compatible with wall sockets in different countries. In absence of a converter, a power cord can be borrowed from any nearby computer or monitor, with the country-specific plug on one end and a globally standardized one on the other end.
